Paul devotes his practice to litigation matters, real estate, including condominium formation, and employment law. He is married and has five grown children, and eight grandchildren. He enjoys the practice of law and is a director with the firm Shaines & McEachern, P.A.

Paul was born in Portsmouth, New Hampshire on December 30, 1937 and educated in the Portsmouth schools. He graduated from the University of New Hampshire and Boston University Law School and was admitted to the New Hampshire Bar in 1966 and is admitted to the United States District Court for the District of New Hampshire.

Paul served four years in the U.S. Navy before completing college. He has served on the Portsmouth City Counsel and as a representative in the New Hampshire legislature. In 1979, Attorney McEachern served as legal counsel to the Governor of New Hampshire. He was nominee of the Democratic Party for the office of governor in 1986 and 1988. He also ran unsuccessfully in his Party's primary in 1984 and 2004. He has served as President of the New Hampshire Bar, Chair of the New Hampshire Bar Foundation, Chair of the Portsmouth Library Trustees, Trustee of the Trust Funds of the City of Portsmouth among other community service.
